A partnership between Caddick Group sister companies Casa by Moda and Oakgate Group would like to build 137 rental apartments on Kathryn Avenue at Monks Cross in York.

The modern new homes will be operated by Casa by Moda for the long term, offering secure tenures, as well as best-in-class customer service, leading smart technology and a strong focus on wellbeing and sustainability. Casa is a custodian of the communities it operates in and aims to positively change the UK rental market for the better.

The Site

The proposed development is located at Kathryn Avenue in Monks Cross, next to York Community Stadium. The site, currently occupied by York Motorsports Village, provides a unique opportunity to redevelop brownfield land and provide much-needed single-family rental homes situated in one of York’s most accessible and sustainable locations.

Monks Cross is an exciting and growing part of York, with a range of healthcare, retail, leisure and sports facilities on its doorstep. The Park & Ride is also within walking distance, promoting sustainable travel and providing strong connectivity to York city centre.

The redevelopment of the site will deliver much needed homes and would target a key demographic of the city’s population by delivering new one- and two-bedroom homes, including nine fully accessible properties. These could include key workers, young professionals and downsizers.

By adding new homes on this site, it will complement the surrounding leisure, retail and commercial land. The proposals aim to deliver much needed high quality rental homes in a sustainable location.

The proposals

Casa by Moda is proposing 137 apartments off Kathryn Avenue, set within a landscaped setting. The proposals include:

  • 27 car parking spaces and a 139-space cycle storage facility

Specialist accessible homes

Casa by Moda is pleased to include a range of specialist accessibly designed apartments to meet the needs of people living with disabilities. Each accessible 1 and 2-bedroom apartment has been carefully designed with layouts designed to remove obstructive circulation spaces and fully accessible throughout including dropped height work surfaces in the kitchen and adjustable height appliances.

The wider development has been designed to meet accessibility needs of all potential users with level approaches provided to all main entrances, clear opening space in front of all external doors and accessible entrances to the main building.

How many properties will part of an affordable housing scheme?

In planning terms, the specific percentage deemed ‘affordable housing’ under legislation is to be 20%. However, Casa by Moda is committed to providing next-generation homes at an accessible price for all.

What will be the building’s dimensions?

The proposed development block forms a ‘C’ shape profile of varying heights across the site in response to the local character and massing.

The proposals are formed of two main structures – a 7 storey and 6 storey building connected by a 5 storey link building forming a roof terrace. The design concept is to create a family of high quality brick buildings arranged around a landscaped garden space which maximises daylight into the development and provides a green amenity for residents.

How will the site be accessed?

The site will be accessed via Kathryn Avenue with a new and widened approach.

Will there be landscaping and amenity space?

A programme of tree planting and green spaces will be provided across the site, promoting biodiversity and attractive spaces to enjoy.

A range of public, private and semi-private amenity spaces will be offered across the site. This includes roof terraces, landscaped central garden, and meeting spaces. Our draft plans include a range of balconies to the east and west facades which enhance the ability for residents to utilise a private outdoor area.

The proposals provide a landscaped environment, protecting local heritage assets and include for new connection routes between New Lane and the shopping complex, which shall have a direct relationship with the application site.

Why is the MotorSports Village site closing?

The site has been upgraded a number of times since it was first occupied in 1997. However, changing requirements now require the kart fleet to be updated with electric as opposed to the current petrol fleet. The cost has rendered this uneconomic as the fleet size would need to be doubled alongside the fact the site does not have space to accommodate a further 18 karts.

What are the timescales for this project?

We aim to submit a planning application following public consultation, during Summer 2022. We would expect a planning decision later in 2022 and hope to be on-site in early 2023. The new homes could be delivered by 2024. This timescale is subject to change and further updates will be provided in due course.
